DVLA Scrap Car Notification Explained

Notifying the DVLA when you scrap a car is a legal requirement — not optional. This guide explains exactly how to do it, what a Certificate of Destruction is, what happens to your road tax, and what the consequences are if you don't complete the notification correctly.

Why notifying the DVLA is legally required

When you scrap a car, your legal responsibility for that vehicle does not automatically end the moment it leaves your drive. Under UK law, you remain the registered keeper until the DVLA updates their records — which only happens once you notify them.

If you fail to notify the DVLA and the vehicle is subsequently used illegally, or if fines or offences are recorded against the registration, those records will still point to you as the keeper. Notification is what formally removes that liability.

It is also the mechanism by which the DVLA issues your road tax refund and closes the vehicle's record on the national register. For most people it takes less than five minutes online, and there is no cost involved.

How to notify the DVLA — using your V5C (logbook)

If you have your V5C logbook, there is a specific section that deals with selling or transferring the vehicle. For scrapping purposes, you need to complete and post Section 9 of the V5C (titled "Selling or transferring your vehicle to the motor trade, a vehicle dealer or a dismantler").

Fill in the relevant sections and post this portion to the DVLA at the address printed on the form (Swansea, SA99 1AR). Keep a photo of the section before posting it — this gives you evidence that the step was completed.

The remaining sections of the V5C should be handed to the scrap dealer at collection. Do not send the entire logbook — only the relevant section.

The faster option — online notification via GOV.UK

The online route is the quickest and most reliable way to notify the DVLA. You can do it the same day the car is collected, from your phone or computer.

Search for "tell DVLA you no longer have a vehicle" on GOV.UK and follow the steps. You'll need the vehicle registration number and the 11-digit document reference number from your V5C (if you have it). If you don't have the V5C, the online service still allows notification — you'll just need to provide as much vehicle information as you can.

The online service provides an immediate confirmation reference at the end of the process. Screenshot or save this reference — it's your proof that the notification was submitted.

In almost all cases, online notification is the better option. Use the postal method only if you have no internet access or if the online service is temporarily unavailable.

What is a Certificate of Destruction?

A Certificate of Destruction (CoD) is the official document confirming that your vehicle has been legally and compliantly scrapped at an Authorised Treatment Facility (ATF). It is issued under the End-of-Life Vehicles (ELV) Regulations and serves as your permanent proof that the car was disposed of correctly.

Here is what the CoD confirms:

  • The vehicle has been delivered to an ATF registered with the Environment Agency
  • The car has been depolluted — fluids drained, battery removed, tyres disposed of correctly
  • The registration has been notified to the DVLA by the ATF
  • You are legally released from responsibility for the vehicle

The CoD can be issued electronically or posted to you within a few weeks of collection, depending on the dealer. Always ask the dealer when to expect it and how it will be delivered. Once you receive it, keep it permanently — it cannot easily be replaced if lost.

Only authorised treatment facilities can issue a CoD. If a collector cannot provide one, they are not operating as an ATF and the scrapping is not legally compliant. What happens to your road tax when you scrap your car

Once the DVLA processes the notification, they automatically cancel the vehicle's road tax and issue a refund for any complete calendar months remaining. You do not need to apply for the refund — it is triggered automatically by the notification.

The refund is issued by cheque, sent to the address held on the DVLA's record. If you have moved recently, make sure your address with the DVLA is current before scrapping — update it via GOV.UK if needed.

A few things to be aware of:

  • Refunds are based on complete months only — a partial month does not count
  • If the tax expired recently, there may be no refund due
  • Allow four to six weeks for the cheque to arrive after the DVLA processes the notification
  • If your car was on SORN, there is no active road tax to refund — the SORN is simply cancelled as part of the scrapping process

What happens if you don't notify the DVLA?

Failing to notify the DVLA creates ongoing liability. The most common problems that arise are:

  • Unpaid road tax fines — if the vehicle record shows no SORN and no current tax, the DVLA may continue to send reminder notices and eventually issue fines to the last registered keeper
  • Speeding and parking fines — if the vehicle's plates are reused illegally after scrapping, penalty notices will be sent to the address on the DVLA record
  • Missed road tax refund — without notification, the DVLA will not issue the refund for any remaining tax
  • No proof of disposal — without a confirmed notification and a CoD, you have no documentary evidence that you complied with your legal obligations as registered keeper

None of these issues are difficult to avoid — the online notification takes around five minutes and costs nothing.

What if you don't have the V5C at notification time?

The V5C makes notification easier but is not essential. The online GOV.UK service allows you to notify without the document reference number — you'll simply need to provide the vehicle registration and confirm you no longer have the vehicle.

Yes — automatically. Once the DVLA processes the notification, they issue a cheque refund for any complete calendar months of remaining road tax. You don't need to apply. The cheque goes to the address held on the DVLA's records, so make sure that's up to date.

How can I check whether my car is still registered in my name after scrapping?+

Use the DVLA's free vehicle enquiry service on GOV.UK — search "check vehicle information DVLA". Enter the registration and it will show current tax and MOT status. If the vehicle has been scrapped and the notification processed, the record will reflect that.

Does the scrap dealer notify the DVLA, or do I have to do it myself?+

Both. The ATF is legally required to notify the DVLA when they issue the Certificate of Destruction. But you as the registered keeper must also submit your own notification separately. One does not replace the other — both are required by law.

I've lost my Certificate of Destruction — what should I do?+

Contact the ATF that scrapped the vehicle and request a replacement. They are required to maintain records for a set period. If you can't trace the ATF, the DVLA can confirm via their records whether the vehicle was properly notified as scrapped.
